Rule changes, announced first
The 7-day waiting period
Each published rulebook has a content hash (GET https://www.rightshold.com/v1/rulebooks). The build's test suite fails if any hash differs from its baseline unless a change entry here names that exact new hash, was announced at least 7 days before its effective_at, and its effective_at has passed. Rulebook publications are also sealed on the public ledger as rules.published entries, and the change detector records any difference it observes as change.observed.
Limits
This is enforced by Rightshold's own CI and the public ledger record, not yet by an outside party: the operator could still edit the test. The ledger copy is what makes such an edit visible after the fact.
