# Safety bulletins

Platform-wide alerts promoted from serious flags in the permanent security flags registry. A bulletin is derived at read time from one flag: it appears when a serious flag lands, stays active while the flag stands, and clears when the flag is overturned through arbitration. Serious means the registry's own distinction — a deterministic invisible-content finding, the kind that holds a submission; heuristic findings never create a flag and never become a bulletin. A bulletin carries the finding class and the kind of submission only: no submitted content, no evidence text, no artifact reference and no attributed actor. The linked flag record carries the evidence. Each bulletin also records the rapid hold: the ingestion hold that engaged when the flag was created, under which the submission was never stored or published.
